Del Mar Race Track Authority (RTA) and State Race Track Leasing Commission (SRTLC) Meeting Agendas
The State Race Track Leasing Commission (SRTLC) was created by the State Legislature in 1968 with the responsibility and authority to lease the Del Mar Race Track and to oversee the expenditure of the rents received from leasing the track for the purpose of implementing a long-range, comprehensive improvement of the 22nd District Agricultural Association’s (22nd DAA) property.
The Del Mar Race Track Authority (RTA) was formed in 1990 by the SRTLC and the 22nd DAA for the express purpose of financing the Grandstand Replacement Project.

The following documents and policies have been adopted and approved by the 22nd DAA Board of Directors.
Audited Financial Statements
The 22nd DAA’s annual financial statements are prepared and performed by an independent, third-party auditor. The last five (5) audited financial statement reports are posted below.
Master Plan
Adopted and approved by the 22nd DAA Board of Directors, this Master Plan has been prepared to plan immediate, near-term projects as well as conceptual, long-term projects. The Plan focuses on enhancing and improving Del Mar Fairgrounds facilities in a manner that maintains the Fairgrounds’ distinction as a world-class fair, horse racing, equestrian, and conference/special event site.
Form 802 Reporting
As appointees of the Governor, 22nd DAA directors are required to take ethics training courses to educate them on general ethics principles, as well as specific laws related to conflicts of interests, receiving gifts and honoraria, and government transparency. In accordance with the provisions of §18944.1 of the Fair Political Practices Commission, the 22nd DAA has posted the following:
Noise Ordinance
Noise monitoring equipment located around the perimeter of the property monitors decibel levels of non-Fair concert events. If decibel levels exceed the Noise Ordinance levels, Fairgrounds event staff investigate the noise issue and take appropriate action to mitigate noise. Members of the public may also notify event staff of excessive noise by calling (858) 794-1104. The annual San Diego County Fair is exempt from the Noise Ordinance.
BID OPPORTUNITIES
The 22nd District Agricultural Association has partnered with OpenGov and is excited to announce our transition from a paper-based bid solicitation process to a fully automated, web-based electronic bidding and vendor management system. Below are the bids and proposals currently being solicited and the corresponding closing dates for each. Our new e-Procurement Portal will allow interested parties to do the following:
- Register to bid and receive notifications of future opportunities in the e-Procurement Portal by selecting Subscribe to create an account.
- Follow updates to existing solicitations by finding the solicitation and clicking the Follow button. This will allow all interested parties to receive amendments and addenda automatically.
- Submit questions and receive answers for open solicitations.
- Guide vendors through the process of responding electronically to RFPs, bids, etc. to ensure submissions have been accurately completed.
- Ultimately, be your one location for all bid opportunities issued by the 22nd District Agricultural Association.
